I'd say the tweeters made a very noticeable difference and the crossovers made a significantly lesser difference. I did the upgrades in steps, first swapping one tweeter then comparing between speakers, then swapping the other tweeter, then upgrading one crossover and comparing again. After the upgrades they were much more even and pleasing for my tastes. The KG4s were my first horn tweeter speakers and I originally found them to be too midrange and high end biased for my liking. My best description would be the sound is 'mellower' or 'less harsh'. We also build a replacement crossover for the Cornwall II. I was definitely pleased with the upgrades.
